Georg Picot has published Politics of Segmentation: Party Competition and Social Protection in Europe. It analyses how party competition affects reforms of social protection. It shows that not only the party in government matters, but also the party system within which parties compete against each other. It includes an in-depth analysis of the historical development of unemployment benefits in Germany and Italy as well as a wider comparison of 15 advanced welfare states. Special attention is given to the segmentation iwthin national systems of unemployment protection.
