Andrew Kaplan is a Rhodes Scholar from New York City studying Comparative Social Policy. He graduated from Brown University in 2015, where he majored in Political Science and graduated with highest honors. His senior thesis related to rising homelessness in New York City. After graduating, he worked as an Urban Fellow in the New York Mayor’s Office of Operations, where he focused on efforts to prevent and reduce homelessness and improve current shelter conditions and capacity. His research interests include the political economy of welfare states, homelessness policy, and universal basic income.
