Hernando is an applied economist and data scientist specializing in impact evaluation methods and machine learning applications for causal inference. He completed his PhD at the George Washington University, following an MPA from Cornell University and a BA from Universidad de los Andes (Colombia).

His research investigates the causes and consequences of armed conflict, with a particular focus on generating evidence for effective social protection programmes. He examines how such interventions can mitigate the negative impacts of conflict on vulnerable communities across sub-Saharan Africa and Latin America. His work has informed policy at major international development organizations—including the World Bank, UNDP, FAO, and UNICEF—where he has served as a consultant.

Following his time as a Postdoctoral Researcher at DSPI and Nuffield College, Hernando remains an active member of the department's academic community.
