Lhori Webster is reading for the MSc in Comparative Social Policy. Her areas of interest include labour markets, industrial relations, and workforce and employment policies. She is currently researching workplace policies that may contribute to healthier industrial relations.
Before her MSc, Lhori served in the Government of Canada as a Policy Advisor to the Rt. Hon. Prime Minister Justin Trudeau, as well as Canada’s Minister of Health, Hon. Patty Hajdu on the COVID-19 pandemic response and recovery. She also previously served as the Director of Policy and Labour Relations to Canada’s Minister of Labour, and as the Director of Policy to Canada’s Minister of Employment, Workforce Development, and Official Languages. Through these roles she worked on key federal employment and labour files including federal workplace strikes and lockouts, legislation to ban the use of replacement workers in federally regulated industries, the Care Economy, updates to the Canada Labour Code, Unemployment Insurance, and the Temporary Foreign Workers Program. She worked on the Trudeau Central Campaign for both the 2019 and 2021 Canadian Federal Elections.
She is actively involved in the Filipino-Canadian community, and is a previous recipient of the Golden Balangay Youth Leader of the Year Award, and the Senator Tobias C. Enverga Senatorial Medal for Excellence. Lhori is the Founding Chair of “Pinoys on Parliament” (POP) – Canada’s first, and largest, annual national conference for Filipino-Canadian youth. She led the team as they grew POP into “Kabangka” (National Not-for-Profit). Kabangka is a youth-led, youth-run, and youth-focused organization that works to build community, elevate Filipino-Canadian youth, develop skills and competencies, and advance professional and social representation of the Filipino community in Canada. She now sits as a member of the Kabangka Advisory Council.
In 2024 she launched the “Emerging Leaders” scholarship through the Filipino-Canadian National Scholarship Program. This scholarship financially supports one high-school graduate annually to fund their post-secondary education, as well as multi-year mentorship.
Lhori was identified by “The Peak” in 2024 as an up-and-coming young leader shaping Canada’s economy, culture, and society in the category of Politics and Government.
She holds an Honours Bachelor of Social Science, Political Science and Communication, from the University of Ottawa.
